Founded in the mid 1990’s by attorneys Tahlil Ahmed, Abdi Hosh Jibril, Abdikarim Mohamed Ahmed and Ismail Beinah Barre and later joined by many other lawyers. In the mid 1990’s until recently the focus of HLCS was on law reform, legal advice, research and capacity building of legal institutions in the Horn of Africa. In January 2014, the law firm expanded with more Partners and Associates turning into a full service law firm.

HLCS also provides services in institutional and capacity building for clients engaged in international development. Our experts have been at the fore front of major constitutional drafting, legislative drafting, capacity building, law reform and legal analysis in Somalia and the Horn of Africa. The Founding Partners were an integral part of the Provisional Constitution currently in force in Somalia and have participated in the constitutional process that led to the adoption of the current constitution.
Some of the Founding Partners have also participated in the digital preservation and archiving of statutes and legislation during the civil war. As such, HLSC is a repository of every major statutes and legislation of Somalia and such documents are accessible through our website (HLCS Archives). The Founding Partners have experience working in Somaliland, Puntland, South Central Somalia. The law firm also works with international organizations such as the United Nations in judiciary training and drafting of legislations.

Tahlil is a rule of law expert with 34 years of experience working in rule of law and access to justice. He has worked for and advised UN agencies as a Senior Legal Expert in Somalia for approximately 20 years, including authoring and co-authoring assessments of judicial systems in South Central Somalia, Puntland and Somaliland, developing civilian and state accountability mechanisms for the police and judiciary, and legislative drafting.
He has also served in Governance, Rule of law and Human Rights Development programs and is an independent member of the President's select committee of experts to evaluate and assist in the re-establishment of Federal Justice. He assisted the Transitional Parliament from Dec 2000 and the Federal Parliament in 2012- to date.
Having an extensive experience in public administration, directing and interacting with former Somali and foreign public management structures, and local and international private and public partners, He has unified the Somali community on issues of reconciliation, relief, and development in Somalia.
Abdikarim has provided advocacy and advised regional and national government bodies on issues of immigration and integration of foreigners, and legal and community support to Somali workers and refugees in Italy. He has facilitated and supported the attainment of legal papers for Somali citizens in the Italian and European Union territory.
